Why would whole families including babies be there?

I have found that when there is such a large list of people at a single address it normally turns out to be a work house.

Strange,there's men, women and babies all living in a sugar refinery.

It actually appears to be a sugar refinery. This man and his family appear at no 71 in 1881 and he is a sugarhouse labourer.

Amanda, from what I see from googling Vennell, it appears to be the name of a street, now demolished and built over to become the present High Street in Greenock.
